They best vote first. The way democracy works is that you vote for what you want. If our democracy ever fails it will be because people use something other than voting to get what they want. Or if someone stops allowing the votes to be taken or fairly counted. Unless and until that happens the way to do it is to vote.
The votes of all of the 1% are worth about one-hundredth as much as the votes of all the rest of us. They won't be missed. Except perhaps in one or two counties in a swing state.
The lack of their money sloshing into the political system, on the other hand, will very much have an impact.
I think they are going to leave in the same way all those celebrities left the US after the 2016 election like they claimed they would.

It is possible to leave and vote.
As to leaving and making political contributions, i suspect in the worst case a US domicile company could make them.
